How the Review Process Works

From application to registry publication and revalidation — every step is documented, every status change is recorded in the case timeline.

Apply / Create Record

Application, identity and authority-to-act verification.

→

Standards & Country Mapping

Applicable GPMCCC titles and country modules identified.

→

Review

Specialist review and, where permitted, authority consultation.

→

On Hold / Corrective Action

Deficiency notice with required actions, if evidence is unresolved.

→

Registration Completion Review

Reviewer tests the completion packet against the standard.

→

Determination

Active, Conditional or Registration Declined — Final — always reasoned.

→

Review safeguards

Record correction and process-complaint routes remain available; no second completion submission follows Registration Declined.

→

Registry Update & Revalidation

Public record published; revalidated on trigger.

Review levels

Publications and records are classified by review intensity — never by viewpoint.

LevelClassificationTypical triggers
IStandardOrdinary rights/metadata verification with limited sensitive content.
IIEnhanced Rights / LicensingMultiple contributors, complex chain of title, multi-territory or multi-contract structures.
IIISensitive ContentPublic figures, health/professional advice, religion/culture, minors, serious allegations, investigative material or significant third-party content.
IVHigh-Impact Public / Digital ReviewCombination of public affairs, major media exposure, synthetic media, platform distribution, child risk, professional claims or cross-border legal complexity.
VInstitutional / Authority-CoordinatedOrganization accreditation, jurisdiction assessment, authority referral, delegated function or matter requiring multi-panel/authority coordination.

Due-process requirements

  • Published standard and version must exist before adverse reliance, except defined emergency/suspension procedures.
  • Applicant receives reasons sufficient to understand the finding without exposing confidential sources or privileged material.
  • Material adverse evidence should be disclosed to the extent lawful and appropriate, with a response opportunity.
  • Conflicts must be disclosed and managed.
  • Enhanced cases require second-level review or panel review.
  • Appeal decision-makers must not be responsible for the original determination.
  • Decisions must identify scope, jurisdiction, authority basis, standard version, evidence categories and any limitations.
  • External referral does not mean the external authority has adopted GPRCC's conclusions.

On Hold: one completion chance

An On Hold status opens one paid completion-verification submission across the affected programs. Registration Declined is final after that opportunity.

Fee trigger

The initial application and standards-intake stages have no fee. If a record is placed On Hold, one completion-verification fee is quoted for each affected program before the single completion submission. Payment never guarantees an outcome.

Record continuity

The original registry number remains attached to the same program record through hold, corrective action, re-review, reconsideration and final determination.
