Proposed mission
GPRCC is designed to provide a shared international framework for documenting publishing and media rights, evaluating defined compliance requirements, coordinating jurisdiction-specific obligations, improving source and licensing discipline, supporting responsible digital-content practices, and maintaining verifiable records that can be recognized or referenced by participating institutions according to the authority actually granted.
What the framework is designed to do
- Create a common global standards layer while preserving national sovereignty and country-specific law.
- Maintain jurisdiction modules connecting each GPRCC standard to relevant national legal sources and competent authorities.
- Operate a verifiable registry for books, media, digital content, licensing, AI provenance, accessibility, brand protection and related compliance records.
- Provide structured workflows for authors, publishers, broadcasters, platforms, agencies, institutions and rights holders.
- Enable governments and regulators to participate through documented cooperation instruments, authority portals, referrals, technical consultations and data exchange where legally permitted.
- Publish transparent methodologies and reasoned determinations with appeal mechanisms and human-rights safeguards.
- Provide monitoring, revalidation, version history and evidence preservation for cross-border publishing and media activity.
