Published planning ranges run from $3,200 to $25,000 USD per program. Select a program family below to see each program’s minimum and maximum. The written quote sets the price for the agreed scope, jurisdictions, formats, evidence volume and specialist review.
Initial application and standards intake are free. An On Hold completion submission is quoted separately for each affected program. Quotes state currency, taxes, validity, deliverables and applicable refund or review terms. Author-library allocations retain their original illustrative amounts and are separate from these planning bands.

Required quote and approval controls
- Scope statementThe Secretariat records the applicant, work, program code, jurisdictions, formats, review level, evidence assumptions and requested deliverables.
- Costing worksheetA reviewer and finance officer document the selected band, complexity modifiers, pass-through costs and any waiver or tax treatment.
- Independent approvalThe Audit & Finance Committee approves the schedule and any exception; the governing body approves the applicable institutional mode before collection.
- Written quoteThe applicant receives a dated quote with currency, taxes, payment milestones, validity, cancellation, refund, complaint and reconsideration terms.
- Receipt and audit trailPayments are receipted to the case and program record, reconciled to the ledger and disclosed only at the publication level authorized by the privacy and registry rules.
Rules for payment, outcome and refunds
- A fee, if applicable, pays only for the stated review work and never guarantees approval, a favorable status, legal recognition or a government result.
- The written quote must identify any excluded third-party expenses and state whether additional work requires separate approval.
- No completion-verification work should begin before the applicant accepts the written scope and the applicable payment arrangements are confirmed.
- Refund, withdrawal, waiver and complaint terms must be stated in the applicable approved rules and written quote before any payment is requested.
Legal and regulatory controls
- Authority and consumer protection: quotes identify GPRCC as a private review framework and do not describe a registry record as a statutory filing, government approval or legal representation.
- Anti-bribery and conflicts: staff, reviewers and committee members must disclose conflicts and may not accept referral payments, gifts or outcome-linked compensation.
- Financial crime controls: payer identity, sanctions screening, source-of-funds checks and transaction records apply where required by the governing institution or payment provider.
- Tax and currency: the quote states the billing currency, applicable indirect taxes, conversion method, bank or processor charges and the party responsible for each amount.
- Privacy and retention: financial, identity and evidence records are collected only for the stated purpose, access-controlled, retained under the published schedule and disclosed under the Privacy Notice.
- Accessibility and equal treatment: fee decisions and waivers must use published criteria and cannot depend on viewpoint, nationality, religion, political affiliation or protected status.
Exemptions and public-interest support
Possible eligibility categories include public-interest preservation, accessibility projects, nonprofit educational use, documented hardship and cooperation instruments. Applicants must submit the same evidence needed for the underlying program plus the exemption request. GPRCC must publish aggregate waiver reporting without exposing private financial information.
